2 tablespoons milk or 2 tablespoons cream

18 Mini Reese's Peanut Butter Cups- chopped coarsely

3 -3 1/2 cups powdered sugar

1/2 teaspoon salt

1 cup sugar

1 teaspoon vanilla

1 teaspoon vanilla extract
